Sandiaga Cipali Toll Road: No Debt Does Not Use the State Budget
Jurnal kabar. Jakarta - Cawapres number 02 Sandiaga Uno again explained his statement regarding the Cikopo-Palimanan Toll Road (Cipali) project which was built without debt. He said, 'without debt' in question is not using financing from the state budget.
"(That is to say) not to burden the country's debt, not to increase government debt, not to use the state budget," said Sandiaga in Kembangan area, West Jakarta, Thursday (01/03/2019).
Sandiaga explained that the Cipali Toll development was purely using private funding. The government uses a partnership pattern with business entities or the private sector, namely PT Lintas Marga Sedaya to build the 116 km toll road.
LMS is a joint venture company with ownership of Malaysian companies, Plus Expressways Berhard 55% and PT Bashkara Utama Sedaya (BUS) of 45%. Meanwhile, BUS is a consortium consisting of PT Interra Indo Resources, PT Bukaka Teknik Utama, and PT Baskhara Lokabuana.
Interra Indo Resources is a subsidiary of PT Saratoga Investama Sedaya Tbk (SRTG) in which Sandiaga holds a portion of the company's shares. In the openness of the Indonesia Stock Exchange (IDX), Sandiaga still holds around 24% of the shares.
"Cipali is purely private. The government only provides partnerships in the form of land. All the finances are handled by the private sector. Yes maybe for those who do not explore the economy it is rather difficult to catch this," he said.
Sandiaga assessed that in the administration of President Joko Widodo (Jokowi) funding systems such as the Cipali Toll Road were not prioritized. Therefore, he and Prabowo Subianto, if elected, will prioritize the infrastructure development funding system without burdening the country.
"The option is not prioritized for the current government under Prabowo-Sandiaga we will prioritize so that more businesses will move. Because 90 percent of our economy is outside the government. It is driven by the private economy and outside the government that we will push forward, "said Sandiaga.
Sandiaga then gave an example of the construction of six toll roads in the city initiated by the DKI Jakarta Government. He said, the project was also built without debt.
"The six-segment toll road in the city also does not burden the country's debt which was initiated by the DKI administration yesterday which was continued by the Anies government and me. It also does not burden," he concluded.
